Usually the issue with the developers like to build one solid Virtual machine for development or testing the application.

In SharePoint 2019, it does come with variety of MinRole option to choose from.

Keeping in view the limited drive space and memory (though i have 32 GB RAM and 1 TB SSD 🙂 ). I suggest to choose Custom Role, so that you can pick and chose the role you feel necessary to be part of dev machine.
